The Chhattisgarh State Electricity Regulatory Commission was constituted by the Government of Chhattisgarh vide Notification No. 3190/S/E/2002 dated 23/8/2002 read with Notification No. 432/R/352/03 dated 11/5/2004. The headquarters of the Commission is situated at Raipur. Presently Member of the Commission is Shri Vivek Ganodwale and Shri Ajay Kumar Singh and post of the Chairman is lying vacant in the Commission
Shri Vivek Ganodwale holds Bachelor of Commerce (B.Com) and Bachelor of Laws (LL.B.) degree from Pt. Ravishankar Shukla University, Raipur. He possesses over three decades of rich experience in legal practice and regulatory affairs.
He began his legal career as a Practicing Advocate at the District Court, Raipur in May 1988 and practiced until 9 December 2004. During this period, he handled a wide range of cases relating to civil litigation, including matters under the Contract Act, banking laws, land disputes, as well as cases pertaining to labour laws and service laws. He also served as Panel Lawyer to the Raipur Development Authority and was empanelled as a Government Advocate for the Labour and Industrial Courts by the Government of Chhattisgarh.
In 1997, the then Government of Madhya Pradesh appointed him as an Eminent Senior Lawyer for conducting cases before the SC/ST Special Court. Subsequently, in July 2004, the Government of Chhattisgarh appointed him as Special Public Prosecutor for the SC/ST Special Court.
Shri Ganodwale joined the Chhattisgarh State Electricity Regulatory Commission (CSERC), Raipur on 10 December 2004 as Law Officer. Over the years, he was promoted to the positions of Senior Law Officer and Director (Law). He rendered valuable legal and regulatory services to the Commission and retired on 30 November 2023.
In recognition of his vast legal expertise and regulatory experience, Shri Vivek Ganodwale was appointed as Member (Law) of the Chhattisgarh State Electricity Regulatory Commission, Raipur on 17 June 2025.
Mr. Ajay Kumar Singh done B.E. (Electrical) (Hons.) from the Government Engineering College, Rewa, in the month of August 1988. Mr. Singh started his career with Madhya Pradesh Electricity Board in the month of April 1989 as an Assistant Engineer Trainee and contributed to power transmission work until 2000.
After the formation of Chhattisgarh in 2000, he held various positions with the Chhattisgarh State Electricity Board, Chhattisgarh State Power Transmission Company, and Chhattisgarh State Power Distribution Company, handling various 220 kV and 132 kV substations, metering Relay Testing, distribution, vigilance, and commercial office.
He has been awarded by then Chhattisgarh State Electricity Board in the year 2008. Mr. Singh promoted to the post of Chief Engineer in 2025. After completing 35 years of service, he took voluntary retirement from the position of Chief Engineer in the Chhattisgarh State Transmission Company Limited in June 17, 2025. From July 18, 2025, Shri Singh is appointed as Member (Technical) of Chhattisgarh State Electricity Regulatory Commission.

(2) The State Commission shall advise the State Government on all or any of the following matters, namely:-
(3) The State Commission shall ensure transparency while exercising its powers and discharging its functions.
(4) In discharge of its functions, the State Commission shall be guided by the National Electricity Policy, National Electricity Plan and Tariff Policy published under Sec.3 of the Electricity Act, 2003.
The Chhattisgarh State Electricity Regulatory Commission shall, in pursuance of the mandates of the Electricity Act, 2003 and of the National Electricity Policy, endeavour to provide the people of Chhattisgarh easy access to quality power - whether they live in the capital city or in the farthest corners of the State.
It will ensure that this vital development input is provided on commercial terms but is still affordable for the common man.
The Commission shall guide and facilitate reforms in the electricity sector in the State for the promotion of efficiency, economy, competition and consumer satisfaction. In this task it will seek the support and participation of all the stakeholders, especially the consumers.
It will further endeavour to foster such regulatory environment in the State as would promote investment in the sector to tap its vast thermal and hydel power potential and also of renewable energy resources while taking care of its environment.
