2. The petitioner objected that the respondent has filed reply beyond the period which was allowed for filing of reply. They have not complied Commission's order dated 28.07.2017 properly.

3. We observe that the reply was filed on 29.08.2017, but the time granted was three weeks from the date of last order dated 28.07.2017. The reply filed by respondent contains some details regarding the difficulties. The respondent is directed to submit some more details as mentioned during hearing. If they feel, according to order, meter reading/billing cannot be done, then the respondent should not raise POC bills against the petitioner till the next date of hearing.

4. The petitioner may file rejoinder within three weeks with copy to the respondent.

2. The respondent files yesterday preliminary submissions on the petition and requests not to admit the petition for hearing.

3. Heard the parties on the admissibility of the case. We observe that the petition contains considerable issues and therefore, we admit the case for hearing.

4. The petitioner also prays for interim order stating that despite the metering arrangement as required, the respondent is not billing the POC on the basis of formula given in order dated 30.04.2016. The respondent submits that the billing could not be done because the meters are installed in several points and there is no meter to provide summative data. Considering the argument of the parties, we direct the respondent to calculate the bill according to order dated 30.04.2016 and if, any difficulty arises in calculating the POC submit the details on affidavit before us on the next date of hearing, till then no coercive steps be taken against the petitioner.

5. The respondent is directed to file detailed reply alongwith affidavit to the petition within 3 weeks positively, with copy to the petitioner. The petitioner may file rejoinder, if any, at least two days before the next date of hearing.
